Kansas Education Commissioner outlines impact of withheld federal Title funds

TOPEKA — Kansas education officials were notified earlier this week that payment to states for certain federal funds already appropriated by Congress for student learning, teacher development and other student-centered services has been delayed indefinitely by the U.S. Department of Education (USED).

“I received a message from the federal department of education late in the day on Monday, June 30, informing me they are reviewing funding for several Title programs,” said Dr. Randy Watson, Kansas Education Commissioner. “Normally we would receive notice by July 1 that these funds are being awarded for the coming school year. Now, the funding for these programs remains uncertain as we wait for the U.S. Department of Education’s review of these programs.”



Watson said nearly $50 million in Title funding for Kansas districts is impacted within the following programs:

Title I, Part C: Migrant Education = $6.2 million
Title I-C for migrant education provides support to students from families whose jobs in industries like fisheries and food processing necessitate that they live in different states during different seasons.
Title II, Part A: Teacher and School Leader Supports = $15.8 million
Title II-A funds, also known as Supporting Effective State Instruction grants, pay for districts to offer professional development that helps educators and administrators learn new curriculum approaches, instructional practices, and technology tools.
Title III, Part A: English Learners = $4.8 million
Title III-A funding covers a wide range of services for English learners, whose number represent Kansas’ fastest-growing population of public school students. Under civil rights law, school districts must ensure students who are still learning English have equal access to education, as their peers do.
Title IV, Part A: Student Support and Academic Enrichment = $8.3 million
Title IV, Part A improves students’ academic achievement by increasing the capacity of state educational agencies (SEAs), local educational agencies (LEAs), schools, and local communities to 1) provide all students with access to a well-rounded education; 2) improve school conditions for student learning; and 3) improve the use of technology to improve academic achievement and digital literacy of all students.


Title IV, Part B: 21st Century Before and After-School Programs = $7.8 million
Title IV-B is also known as the Nita M. Lowey 21st Century Community Learning Centers program. It provides federal funding for out-of-school time programs, particularly in high poverty and low-performing schools. These programs offer academic enrichment, tutorial services, and other activities to help students meet Kansas and local academic standards, reinforce their regular school day learning, and engage families in their children's education.
“Cuts to Title II-A and Title IV-A specifically may cause acute challenges for rural school districts in Kansas,” Watson said. “Most rural schools receive federal funds from the Rural Education Achievement Program, or REAP, and get extra flexibility to spend funds from those two broader programs as they see fit.”

Watson said he received a separate message from the U.S. Department of Education that stated adult basic and literacy education programs, administered by the Kansas Board of Regents for GED completion and adult education programs, will not be going forward at this time.

“We don’t know when the review of these and other programs will be completed or if we will receive the already approved funding,” Watson said. He added there is no timetable for when these funds will be released, if ever, and Kansas districts should plan accordingly.

We are excited to announce the replacement of our stage curtains from more than 50 years ago. With the help of numerous contributors, Northern Valley Middle School in Long Island has a new look. This project was made possible by numerous grants and donations; some local (ie. First National Bank and Trust in Long Island) and some from as far away as Bishop, California. We received grants sponsored by the Phillips County Community Foundation and the Dane G. Hansen Foundation. In addition to the back and side curtains being replaced, we have ordered new front curtains to be replaced this summer, and the fifth grade class purchased the new mat with their fundraiser money. The eighth-grade graduating class of 2025 was the first to show off the new back curtains at their ceremony on May 19th. In addition, the stage floor was redone, which provided a beautiful background for the program. The NV Middle School students, faculty, and staff would like to thank anyone who has been able to contribute to our project. The new curtains will be displayed next year at our home volleyball games, spring play, and concerts.

Northern Valley Middle School Girls Track The Northern Valley Middle School competed at the Western KS Liberty League Track meet to end their season on May 15. It was a hot and windy day, especially at the throwing events. Overall, the ten girls scored a total of 25 points placing ninth out of eleven schools. Our 800-meter relay team took home silver medals running a time of 2:07.19. This team consisted of Shelby Lentz, Jaycee Houser, Annika McKinney, and Brielle Britton. Western Kansas Liberty League – Junior High Track Meet – 2025 Coach Cole; The Northern Valley Junior Huskies traveled to Logan on Thursday morning to compete in the league track meet. This would end up being the windiest track meet of the season, but the wind would help the team to multiple personal bests on the day. Going into the track meet, I made a heat sheet and would predict that we would score 73 points and get 4th place at the meet if everything panned out. At the end of the meet, the boys would end with 69 points and tie for 3rd place! We had an excellent day, and I was very proud of all the boys hard work. This was a great track season, and I am very excited for next year. The boys team sported throwback uniforms from 2005. Northern Valley Middle School Girls Track The Northern Valley Middle School traveled to Cambridge, NE, to compete in the Cambridge JH Track and Field Event. It was a beautiful day for competition with a lot of competitive athletes. We had 10 girls: two sixth graders, six seventh graders, and two eighth graders, competing as a team. The girls continue to improve their times, distances and heights but unfortunately, we were not able to score many points. CAMBRIDGE TROJANS INVITATIONAL – JH TRACK MEET May 6, 2025 The Junior Huskies traveled to Cambridge, NE for their 6th track meet of the season. This had been the first time in 20 years that the Huskies competed in a Nebraska track meet. The order of running events was a little different, there was no javelin, no 3200, and no 4x200 relay. Nonetheless the Huskies competed hard and quite a few athletes had successful days. On the boys side, we scored 28 points, and we had 9 personal records on the day. The best personal record of the day came from Max Wilder as he ran a 6:05.66 mile, which was a PR by 8 seconds. Cash Compton took home another gold medal in the 200 Hurdles, and had his best race all season, he met every hurdle in perfect stride and flew to the finish line. Northern Valley Middle School Girls Track The Northern Valley Middle School traveled to Quinter, KS for a very competitive track meet on a chilly, breezy day. Sixth, seventh, and eighth graders competed as one team against 16 other schools making it difficult for sixth graders to place, however, we focus on setting new personal records rather than team scores. The only event to place in the top six was our 800-meter relay team consisting of Shelby Lentz, Cambrie Sproul, Annika McKinney, and Brielle Britton with fourth place. QUINTER INVITATIONAL JH TRACK May 2, 2025 The Huskies Junior High track team traveled to Quinter on Friday to compete in their 5th track meet of the season. Quinter had 5 new jump pits/runways, new throwing areas, the weather was nice, and the NV Boys had a better day than expected! We scored 31 points against 15 teams, and the meet was 6th/7th/8th all together. Cash Compton took home the only gold for the Huskies in the 200 Hurdles. Northern Valley Middle School Girls Track The Northern Valley Middle School traveled to Osborne, KS, to compete in the Bullpup Relays with eleven other schools. It was a competitive, chilly day. The wind blew occasionally and the sun never came up. The 6/7th girls scored 13 points total placing ninth overall. Jaycee Houser tied for 4th in the 75m dash winning the only medal for the day. The 8th grade girls also scored 13 points placing tenth overall. Bringing home medals were Brielle Britton with a gold in the 75m dash and Cambrie Sproul with 4th in the 200m hurdles. BULLPUP RELAYS (Osborne, KS) – April 25, 2025 BOYS RESULTS The Junior Huskies traveled to Osborne to compete in the Bullpup Relays on a cold and windy morning. There were very few PR’s on the day, but everyone tried their best against 12 other teams. The Osborne track meet grew by two teams this year! The boys team had 4 mile runners, 4 pole vaulters, 4 75m dash runners, and three relay teams in the 7th grade division. Jaden Johns ran the two mile to score points for the 8th grade.
